§ Dr. A. Thompsonasked the Secretary of State for Scotland if, in view of the findings of the survey conducted by Dr. Douglas M. McIntosh, Director of Education for Fife, he will institute an inquiry into the high rate of failure of first-year students at Scottish universities.
