§ Mr. R. A. ButlerAppendix II of the Report of the Committee on the Interception of Communications makes it clear that applications from authorities other than the Metropolitan Police, the Board of Customs and Excise and the Security Service are very rare. It has not yet been found necessary to give other authorities guidance on the conditions which the Secretary of State requires to be satisfied before authorising interception. The same principles are applied in considering applications whatever their source, and if the conditions are not satisfied the application is refused.
