asked the Secretary of State for the Colonies what are the qualifications for a manager of an African coffee curing factory in Uganda; and why licences are refused to such factories unless a non-African managing agent is appointed.

The qualifications for a manager of any coffee processing factory are decided by the owners and are not laid down by the Protectorate Government. It is not the case that licences are refused unless a non-African managing agent is appointed.
