117. Mr. Awbery

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he is aware of the damage and danger caused to swans and other water-fowl owing to the presence of oil on canals in Bristol and elsewhere and of the great cost of recovering and cleaning such birds; and if he will introduce legislation to make it an offence for any person to eject or throw oil or sludge into any canal whether it is still in use or has been abandoned.

It is not clear from the question how the trouble has arisen, nor, consequently, where the responsibility lies. If the hon. Member would like to write to me giving further details I will be glad to consider them.
