asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will give a list of all Statutes and Statutory Instruments which stipulate that occupiers of dwelling-houses shall not refuse admission to designated authorities, together with the authorities designated in each case.

Powers of entry granted by statute usually refer to land or premises. Although this description includes houses, it is most unlikely that some of these powers would ever be used to obtain admission to dwellings. The public general Acts which give such powers within the fields for which I am concerned are set out below, together with the person or body authorised in each case to exercise the power. Powers of entry for the purpose of taking possession of land or premises have not been included. A number of orders made under the Water Act, 1945, incorporate the powers of entry set out in paragraphs 62 and 82 of the Third Schedule to that Act.

Details of powers of entry contained in local Acts and Acts relating specially to London are not readily available.
Public Health Act, 1875 s. 305 A local authority or any of their officer authorised by order of a court of summary jurisdiction.
Small Dwellings Acquisition Act. 1899. s. 3 …. The local authority, by any person authorised by them in writing.
Public Health Act, 1936 s. 287 Any officer of the local authority authorised in writing.
Civil Defence Act, 1939 s. 79 Any factory or mines inspector and any person duly authorised in writing by a Department or local authority exercising civil defence functions.
Water Act, 1945 s. 4 (4) Any person authorised in writing by a Joint Advisory Water Committee.
s. 14 Any officer authorised in writing by a local authority or statutory undertaker to which the section applies.
s. 16 (as amended by s. 6 of the Water Act, 1948). Any authorised officer of the statutory undertaking concerned.
s. 19 Any officer of a statutory undertaking authorised in writing.
s. 21 Any officer authorised in writing by a local authority or statutory undertaker concerned.
Building Restrictions (War-time Contraventions) Act, 1946. s. 5 Any officer authorised in writing by an authority responsible for enforcing building law or planning control.
New Towns Act, 1946 s. 19 (3) (applying s. 50 of the Town and Country Planning Act, 1944 as modified by the Fourth Schedule to the 1946 Act). A valuation officer of the Inland Revenue or any person authorised in writing by me or by the Development Corporation.
Town and Country Planning Act, 1947. s. 103 (1) Any person authorised in writing by me or by the local planning authority or any valuation officer of the Inland Revenue.
s. 103 (2) and (3) Any person authorised by me or any valuation officer of the Inland Revenue.
Local Government Act, 1948 s. 60 Any valuation officer of the Inland Revenue or any person authorised by him in writing.
Water Act, 1948 s. 8 Any officer authorised in writing by a local authority or statutory undertaking exercising functions under the Act.
Civil Defence Act, 1948 s. 4 (3) Any person authorised in writing by the designated Minister or any local or police authority exercising civil defence functions under the Act.
Coast Protection Act, 1949 s. 25 Any person authorised in writing by the coast protection authority.
