Mr. Fitch

asked the Minister of Education when he proposes to make the local education orders with respect to primary and secondary education under the powers granted to him under Section 12 of the Education Act, 1944, in view of the fact that a period of some 10 years has now elapsed since the development plans for the areas of local authorities were submitted to him.

Substantial increases and movement in the school population since the war have called for very flexible arrangements in the provision and organisation of schools which could not readily be fitted into the rigid framework of local education orders. My predecessors and I have not, therefore, thought it desirable to attempt to define the duties of authorities in this way.
