asked the Secretary of State for the Home Department why, in certain prisons, prisoners are being prevented from receiving newspapers.

Subject to compliance with certain conditions every prisoner may have a personal copy of the daily newspaper of his choice at his own or his friend's expense. In the case which the hon. Member kindly brought to my notice there was a misunderstanding of the rule which I regret and which has now been put right.
