asked the Minister of Agriculture, Fisheries and Food to what extent it is his intention to press for compulsory third-party insurance in connection with damage caused by dogs to sheep and cattle.

I doubt whether legislation to impose third party insurance on all dog owners could be justified on the ground that a few do not control their dogs properly so as to prevent them from chasing livestock. I am, however, glad of this opportunity of once again urging all dog owners visiting or living near the country to prevent their dogs from chasing or worrying livestock, particularly sheep. Chasing can do great harm at any time, whether or not sheep are actually attacked, but it is particularly harmful at lambing time.
