Concentration of movement to and from Central London into the peak hours causes discomfort, waste of time, congestion on the roads and uneconomic use of public transport. Measures to abate peak hour overcrowding both on trains and on the roads involve many authorities and concern private as well as public transport. To initiate and co-ordinate the necessary steps, the composition and tasks of the Committee for Staggering of Working Hours in Central London are to be developed so as to make it a London Travel Committee. Its new terms of reference will be:—

  1. (1) To consider and set in train where practicable further measures, including staggering of working hours, so as to relieve congestion at the peak periods on:—
    1. (a) roads within and leading into and out of Central London;
    2. (b) services to and from Central London provided by London Transport and British Railways.
  2. (2) To review changes in the daytime population of Central London, particularly those arising from the erection of new buildings, and proposals for changes in transport facilities, and to endeavour to avoid any consequent increase of crush hour congestion.
  3. (3) To seek the co-operation of other bodies concerned and of the public generally in pursuing these objects.
  4. (4) To recommend to the Minister of Transport and Civil Aviation and to the British Transport Commission and London Transport Executive as may be appropriate, any measures to further these objects which the Committee consider desirable but are themselves unable to initiate.
  5. (5) To report progress to the Minister of Transport and Civil Aviation at least once a year and to make interim reports as needed.
