§ Mr. R. A. ButlerThe average period spent in local prisons by youths sentenced to borstal training is about eight weeks. Despite all that has been done to increase accommodation in training borstal, it remains insufficient to meet the continued rise in the number of committals. Every effort is being made to provide additional accommodation as quickly as possible.
