§ Mr. R. A. ButlerI am studying the Committee's Report carefully, and I should like to express my thanks to Lord Tucker and his colleagues for their careful survey of this difficult problem. The Government have not yet reached a decision on the recommendations, but I do not think that, if it were decided to implement them, it would be possible on present prospects to find time for legislation this Session.
