asked the Minister of Transport and Civil Aviation how many countries besides the United Kingdom have ratified the Convention in relation to prohibition of the discharge of heavy oils from ships in certain specified sea zones; and what efforts are being made to induce other nations to join in such ratification.

Ten. Her Majesty's Representatives abroad have been instructed to approach the Governments of other countries concerned with a view to securing further ratifications.
