asked the Secretary of State for the Colonies what proposals he has for constitutional reform in Nyasaland; and whether he will ensure that they will be operated in good time before discussions about the future of the Federation begin in 1960.

Mr. Lennox-Boyd

The Governor has initiated and is continuing talks with representatives of political bodies and others in an endeavour to produce acceptable proposals for constitutional review. When he has completed these discussions he will submit proposals to me. Until I receive them I can make no decision either as regards possible changes or their timing.
