§ 24. Mr. Hydeasked the Secretary of State for Air if he will define the respective positions of an established dilutee metal-working craftsman employee of his Department and an unestablished non-dilutee employee in this category, having particular regard to considerations of redundancy, transfers and promotion.
§ Mr. C. I. Orr-EwingEstablished dilutees include men who have been promoted from semi-skilled work and men who were registered as dilutees on entry. On redundancy those promoted revert and, if necessary, transfer elsewhere in a non-skilled grade. Those registered on entry as dilutees are, where practicable, offered transfer to other units in which skilled vacancies exist or can be created by the discharge of unestablished dilutees. On transfer they are eligible for lodging allowance or grants towards removal expenses. Unestablished craftsmen have no right to transfer at public expense but otherwise receive preference over dilutees for retention and promotion.
§ 25. Mr. Hydeasked the Secretary of State for Air why certain employees of his Department, who were employed prior to 1st September, 1939, as skilled metalworking craftsmen, were subsequently registered as dilutees under the Relaxation of Customs Agreement of 21st October, 1939, since nothing in the text of that Agreement calls either for retrospective registration or registration of this particular class of employee.
§ Mr. C. I. Orr-EwingThe Agreement of the 21st October, 1939, was applied to those men who at the time it was signed were employed on work coming within its terms and whose industrial history did not entitle them to recognition as skilled craftsmen.
