ButlerI propose to enter into discussions this summer with the Bar Council and the Law Society and with the associations representing the Local authorities on the practical problems which arise under Sections 21–23 of the Legal Aid and Advice Act, including the scale of fees to be laid down, with a view to implementing the Sections during the financial year 1959–60.
