ButlerThe increase from 35 per cent. in 1949 to 45 per cent. in 1957 in the percentage of children in the care of local authorities who are boarded out shows that considerable progress has been made. My Department will continue its efforts, in co-operation with the local authorities, to make known the need for suitable foster parents and to encourage in other ways the development of boarding out.
