§ LORD CHESHAMThe number of people likely to be killed and injured in the hypothetical conditions graphically described by the noble Lord, would depend upon variable factors, such as the length of tactical warning received, the numbers able to take cover, those previously evacuated, the weather and wind conditions, and the make-up of the bomb itself. Thus no reliable estimate can be given.
