asked Her Majesty's Government how many people would be likely to be killed or injured, and how many of them would be women or children under fifteen, if a ten-megaton hydrogen bomb were exploded on the House of Lords at ground level at noon on a week-day not in a holiday season.

The number of people likely to be killed and injured in the hypothetical conditions graphically described by the noble Lord, would depend upon variable factors, such as the length of tactical warning received, the numbers able to take cover, those previously evacuated, the weather and wind conditions, and the make-up of the bomb itself. Thus no reliable estimate can be given.
