§ Mr. ProfumoThe nature and timing of counter-measures call for careful weighing of a number of factors; but if there is any suggestion of undue patience in relation to the Turks, I would point out that EOKA was not proscribed until five months after its first acts of violence, while it was only after repeated and unavailing representations had been made to the Greek Government over a period of eighteen months that Athens radio was jammed.
