The instructions about custody of top secret documents and the information contained therein naturally vary in detail somewhat from Department to Department. In every case the purpose of the instructions is to ensure that no unauthorised or unnecessary disclosure of information is made. The instructions allow documents classified as top secret to be taken outside Government offices when circumstances require.
