61. Mr. Swingler

asked the Secretary of State for the Colonies, in view of the recent regulations imposed by the Government of Kenya on the holding of public meetings, what facilities at present exist for Mr. Tom Mboya to address his constituents or other political or trade union meetings.

Mr. Lennox-Boyd

During the temporary prohibition of African political meetings in Nairobi, Mr. Mboya will not be able to address public political meetings of his constituents in the city. His private business with his constituents, andbona fide trade union meetings held in public, will be unaffected. Whether a permit will be issued for Mr. Mboya to speak as a guest at political meetings outside his constituency remains within the discretion of the authorities issuing permits.
