90. Mr. Rankin

asked the Secretary of State for Scotland if he will make a statement in amplification of Scottish Home Department Circular No. 9191 indicating to what extent it is Her Majesty's Government's policy that economies should be made in administration by the local authorities or alternatively that their services should be reduced.

Mr. Maclay

Paragraph 3 of the circular appears to me to give local authorities all the guidance they need.

95. Mr. Hector Hughes

asked the Secretary of State for Scotland if he is aware of the opposition amongst educationalists in Scotland to the proposals in Circular 334 to local education authorities; and if he will take immediate steps to withdraw it.

The circular in question was not issued by me but by my right hon. Friend the Minister of Education and was addressed to local education authorities in England and Wales. No corresponding circular was issued to Scottish education authorities, but in Circular No. 9191 I have drawn the attention of all local authorities in Scotland to the need for economy in expenditure.
