asked the Secretary of State for the Colonies what proposals he has to provide opportunities for employment in Malta alternative to the naval dockyard.

Mr. Lennox-Boyd

Her Majesty's Government are providing substantial financial assistance towards capital development in order to create conditions favouring the introduction of new industry. They have co-operated closely in the establishment of the Industrial Advisory Committee for Malta under Lord Hives' chairmanship. They are also investigating the possibility of transferring the dockyard to commercial use. All these moves are in furtherance of the objective of the July, 1955, Declaration of reducing dependence on Services' expenditure, introducing new enterprise and avoiding unemployment. As envisaged in that Declaration, however, it is for the Maltese Government and people to work out a long-term development plan and also to make the best possible contribution from their own resources.
