79. Mr. J. Johnson

asked the Secretary of State for the Colonies the numbers of Africans in the Northern Rhodesian Protectorate who are over 21 years of age and have an income of £150 per annum or immovable property valued at £500 or an income of £120 per annum and have attained Form II in secondary education.

The best estimate the Governor of Northern Rhodesia can make is 25,000 men; but if the hon. Member is thinking of the number who will qualify for the special roll proposed in the Federal Government's Electoral Bill he must also take account of about 23,000 wives in addition who do not need a separate income to qualify, and of the literacy requirements which would in turn reduce the estimate to 21,000.
