asked the Minister of Agriculture, Fisheries and Food to what extent he has considered making a limited loan at a low rate of interest to small farmers instead of giving them a direct financial bonus.

This suggestion was one of those considered when proposals for giving further help to small farmers were being worked out. As stated in paragraph 13 of the White Paper "Assistance for Small Farmers" (Cmnd. 553), the Government concluded that repayable

extent to which this is leading to injurious results.

Mr. Godber

I am aware that certain counties in England and Wales have no sheep-dipping regulations. I do not know of any injurious effects resulting from this.
