§ Mr. NugentSchemes of this magnitude take a long time to prepare because of the amount of work involved in drawing up plans, contract documents, etc., as well as acquiring the necessary land and dealing with problems of rehousing. But I do not doubt that the borough council, acting as our agent authority, will complete the work as soon as practicable.
