96. Mr. Stonehouse

asked the Secretary of State for the Colonies if he will arrange for an independent impartial inquiry into the complaints of the prisoners at Lokitaung Prison, Northern Frontier Province, Kenya, and allow the elected members of the Legislative Council to visit the prison; and whether he has considered the further complaints made in a letter, dated 3rd September, 1958, to the hon. Member for Wednesbury, a copy of which has been forwarded to him.

With regard to the first two parts of the Question, I have nothing to add to my hon. Friend's reply to the hon. Member for Eton and Slough (Mr. Brockway) on 3rd July. 1 have now seen the prisoner's letter dated 3rd September, which, apart from misquoting some of my replies, largely confirms what I have already told the House. There are, however, one or two points on which I am consulting the Governor, and I will write to the hon. Member when I have his reply.
