asked the Secretary of State for Scotland why he has permitted the use of unapproved traps for taking foxes, and, under certain conditions, otters, under the Agriculture (Spring Traps) (Scotland) Order, 1958.

I have permitted the continued use of unapproved traps for the purpose of killing foxes or otters because no suitable alternative trap has been devised and recommended to me which I can approve for these purposes.
