§ Mr. H. BrookePanels of the Council are continuing with a number of inquiries which had been started under the chairmanship of my predecessor. In addition it has been decided at the next meeting in January to discuss the whole work and future of the Council and the possibilities of closer and more fruitful relationship with the Government.

Hughesasked the Minister of Housing and Local Government and Minister for Welsh Affairs whether a further memorandum has now been received from the Council for Wales and Monmouthshire, following the rejection by the Government of the recommendation in the Council's third memorandum for a Secretary of State for Wales with responsibility for a number of Welsh departments under him; and whether he will make a statement.

§ Mr. H. BrookeYes. The Council for Wales and Monmouthshire have submitted to my right hon. Friend the Prime Minister a Fourth Memorandum which comprises a report by their Government Administration Panel commenting on his reply to the Council's earlier recommendation for the appointment of a Secretary of State for Wales. Arrangements are being made for it to be printed and published.
