§ Mr. SimonNo. No general guidance has been given by the Treasury, and I am satisfied that the issue of any instructions on the point raised by the hon. Member ought to be left to individual Government Departments. If the hon. Member has any particular cases in mind, no doubt he will take them up with the Minister of the Department concerned.
