asked the Minister of Education under his regulations what constitutes ordinary residence for the purposes of a reward or grant from a local education authority to a student attending or about to attend a university.

The expression "ordinarily resident" is normally taken to refer to the place where a student lives, but the circumstances of these cases vary so widely that it is not practicable to give any comprehensive definition. If my hon. Friend has any particular case in mind, perhaps he would write to me.
