asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will consider advising local authorities that in future they should require tenants to whom they let subsidised council houses or flats to state whether the total income of the occupants of each letting does not exceed £25 a week, and that, should the collective incomes from the tenants rise for a period of more than three months to over £25, they should notify the local authority of that fact.

Local authorities are responsible by Statute for fixing the rents of the houses they own. My predecessor and I have consistently encouraged local authorities to adopt differential rent schemes so as to ensure that subsidies are used to help only those tenants who really need help. I am glad to say that a large and growing number of authorities are doing this. I do not think that any fresh advice is called for.
