asked Her Majesty's Government if consideration can be given to the urgent need to amend Regulation 4 of the Motor Vehicles (Authorisation of Special Types) General Order, 1955, so that it will be obligatory for all authorities controlling Naval, Military, Royal Air Force and Civil Aviation vehicles to give adequate notice to the Police of their intention to pass through a police area abnormal loads that block the highway and so increase the danger of accidents and that this Order shall be also applicable to the vehicles of the United States Services stationed in the United Kingdom.

Her Majesty's Government do not consider it desirable that a legal obligation to consult the Police should be placed on the Armed Forces of the United Kingdom and of allied Powers who station forces here by agreement, before the types of vehicles covered by Article 4 of the Motor Vehicles (Authorisation of Special Types) General Order, 1955, are used on the roads. Administrative arrangements have, however, been made under which procedures have been laid down by these Forces in regard to the movement of vehicles and loads exceeding given dimensions and weights. These procedures, in the form of disciplinary instructions, include the prior notification of such movements to the police authorities concerned. Very few Civil Aviation vehicles in use are covered by Article 4 of the General Order and I do not think any trouble arises under this head.
