ButlerThe members of the Committee, which was appointed in August, 1954, by the then Home Secretary110W and the then Secretary of State for Scotland, were persons who in their opinion were well qualified to perform this public service. It is not customary to specify the qualifications of those appointed to serve on such bodies, and I see no reason to do so in this case.
