§ Mr. R. A. ButlerThe recommendations which the Government do not feel able to accept are Numbers (16), (56), (68) and (94). The following recommendations are reserved in whole or in part for further consideration:—(20), (36), (37), (38), (39), (60), (66), (76), (77), (82), (90) and (95). The remaining 79 recommendations are wholly or partly acceptable.
