asked the Secretary of State for Foreign Affairs whether the question of fertilisers has now been transmitted to the Organisation for European Economic Co-operation; and whether an opinion has yet been obtained.

As I informed the hon. Member on 3rd April, the Ministers' Deputies of the Council of Europe decided at their meeting on 7th March to transmit the Consultative Assembly's recommendation on the increased use of fertilisers to the Organisation for European Economic Co-operation for an opinion.

I understand that the matter is still under consideration by the Organisation for European Economic Co-operation and that no reply has yet been received by the Council of Europe.
