§ 78. Mr. Elwyn Jonesasked the Secretary of State for the Colonies on what, and whose, authority certain students from. 85W
§ Mr. Profumo:The aim is to safeguard the funds of colonial Governments where there is some risk that the applicants may become destitute abroad and require repatriation. The deposits do not earn interest. Passports are issued in exercise of the Royal Prerogative and in a Colonial Territory this is a matter for the Governor or (in Nigeria) Governor-General.
