asked the Secretary of State for the Home Department by what authority the sale of tobacco to children is prevented; and if he is satisfied that this is adequate to achieve its objective.

Mr. R. A. Butler:

Section 7 of the Children and Young Persons Act, 1933, makes it an offence to sell tobacco to anyone apparently under the age of 16 years. I have no reason to think that the provisions of this Section are not adequately observed.
