asked the Secretary of State for Scotland why Messrs. MacBrayne make a general practice of increasing their freight charges in step with increases on the railways.

Proposals to change Messrs. MacBrayne's sea freights and fares require the consent of my right hon. Friend the Minister of Transport and Civil Aviation, who consults me first. They are considered on their merits with due regard to the general level of transport charges in the country as a whole. of which railway charges are an important indication.
