§ Mr. Lennox-BoydThe electoral rolls will not be prepared until some time after legislation has been enacted giving effect to the election proposals which are themselves to be considered by the Legislative Council later this month or early in August. At a very rough guess some 70 to 80 per cent. of adult men and 10 to 20 per cent. of adult women would be enfranchised in Buganda, and a somewhat smaller proportion elsewhere.
