§ Mr. ProfumoI have placed in the Library of the House proposals recently published by the Uganda Government for the direct election in 1958 of the African Representative Members of the Legislative Council. These proposals are shortly to be debated by the Legislative Council, which at the same time will be asked to endorse the statement of policy made by Sir Andrew Cohen in 1956, namely, that direct elections of the Representative Members of the Legislative Council on a common roll, with adequate and effective representation of the non-African communities, should be introduced in 1961.
