§ Mr. P. ThorneycroftA rough estimate of the number of cyclists on the road would be 10–12 million. Experience with road vehicles suggests that the average cost of issuing a licence is about 4s. I see nothing in these figures to disturb the conclusion which has been reached whenever the matter has been considered in the past, that the revenue likely to be secured would not justify the cost of enforcement and collection.
