102. Mr. Janner

asked the Secretary of State for Foreign Affairs whether he is aware that Arabic translations of Hitler's "Mein Kampf" have been used by the Egyptian Government for indoctrination of their armed forces in racial attack; that this is a violation of the Declaration of Human Rights and of the Convention of Genocide; and whether he will direct Her Majesty's Government's representative at the United Nations organisation to bring these factors to their attention while the discussions on the question of guarantees for Israel's security are taking place.

In reply to the first part of the Question I have nothing to add to the Answer given by my hon. Friend the Under-Secretary of State for War to my hon. Friend the Member for Buckinghamshire, South (Mr. R. Bell), on 12th February.

I would agree that such use of a book like "Mein Kampf" is entirely contrary to the spirit of the Universal Declaration of Human Rights and of the Genocide Convention. But I do not think it necessary for special instructions to be sent to the permanent Delegate of the United Kingdom to the United Nations. He will certainly have these factors in mind and make appropriate use of them.
