78. Mr. Sorensen

asked the Secretary of State for the Colonies the precise nature of the provincial authorities now proposed for the Northern Region of Nigeria; on what basis they are to be elected; and what are to be their powers and the powers of residents in relation to them.

Mr. Profumo

The Government of the Northern Region are at present considering recommendations on the establishment of provincial authorities made by a Commission which has recently reported on this subject. The Regional Government hope to publish the report in the near future, with a White Paper embodying their preliminary views on it.

I will arrange for copies of both to be placed in the Library of the House when they are available.
