Mr. J. Johnson

asked the Secretary of State for the Colonies why the Buganda Government has prevented Mr. Matayu Mugwanya from taking his seat in the Lukiko; by what authority this member was excluded; and whether Mr. E. M. K. Mulira has now been readmitted to the Lukiko.

Mr. Mugwanya was elected by the electoral college of the Saza of Mawokota in July, 1956, but he has not yet been appointed to the Lukiko in accordance with the procedure laid down in the Buganda Great Lukiko (Election of Representatives) Law, 1953. Following a secret meeting of the Lukiko early in December, it became known that the Lukiko had voted against his appointment allegedly on the ground that he had become a member of the Transport Advisory Council of the East Africa High Commission, to which he had been appointed in October, 1956. Mr. Mugwanya has applied to the High Court for a writ of mandamus requiring the Katikiro to submit his name to the Kabaka for appointment to the Lukiko and his case is down for hearing on the 14th February. Mr. Mulira has not been readmitted to the Lukiko.
