asked the Secretary of State for Foreign Affairs if he will invite representatives of all the Governments whose territories utilise the waters of the Nile to meet in conference with a view to a fair and full use of the waters for mutual development.

It is certainly desirable that the interested Governments should co-operated to ensure the best and most equitable use of the Nile waters. Many questions of a technical nature are involved, as well as policy, and Her Majesty's Government would be in favour of holding a conference at the appropriate time. For obvious political reasons it is not practicable to hold one at present.
