asked the Secretary of State for the Colonies why there has been no arrest of the ringleaders of the Kowloon and Tsuan Wan riots, no compensation paid to the not victims for their losses, and no guarantee given against a recurrence of similar incidents.

Many not leaders have been arrested and a few are still sought. There have been 508 convictions. A compensation scheme was announced on 2nd January and claims are now being invited. I am satisfied that the Hong Kong Government are taking all possible steps to prevent a recurrence of such incidents.
