§ Sir E. BoyleThe current Burnham Reports contain no recommendation by the Committee about the period for which the scales embodied in them should remain in operation. My noble Friend's predecessor, in his letters to the Committee notifying it of his intention to approve the scales under Section 89 of the Education Act, 1944, said that this would be on the assumption that, unless there was some major change in circumstances, they would continue in force for the normal three-year period. These letters are published with the Burnham Reports.
