§ Mr. Ian HarveyThe Council of Europe Agreement signed by five of the six Governments of the European Economic Community, and by the Governments of Austria and Greece, on 13th December will undoubtedly be of convenience for citizens of those European countries which issue identity cards, since the Agreement provides for the use of identity cards as an alternative to the passport. But as identity cards are no longer issued in the United Kingdom, United Kingdom citizens would not be assisted if Her Majesty's Government were to participate.
