asked the Secretary of State for the Colonies if he is aware that 12 religious leaders of various denominations have spent six months in studying the operation of the Emergency Regulations of Singapore and have now condemned them; and if he will, therefore, take steps to withdraw these ordinances.

Mr. Profumo

I am aware that a memorandum about the Preservation of Public Security Ordinance has been sent to the Singapore Government by a group of clergymen and laymen of various denominations, acting in their private capacities. The memorandum comments on certain aspects of the procedure under the Ordinance, but recognises that, in the present situation in Singapore, a public security ordinance is necessary. It is for the Singapore Government to decide on any action in regard to the Ordinance.
