§ Mr. Arthur Hendersonasked the Secretary of State for Foreign Affairs, in view of the failure of Her Majesty's Government to allow this House adequate opportunity to have cognisance of the change of policy with regard to the Optional Clause of the Statute of the International Court of Justice, to what extent Her Majesty's Government consider themselves bound by the Ponsonby Rule.
